These foreigners will be classified into the three categories of A, B, and C in accordance with the Points-based System (See the point assignment table). A-category Foreign Talents
1 Urgently needed scientists, science and technology leaders, international entrepreneurs, and people with special and unique talents who can make a significant contribution to China’s economic and social developments and also meet one of the following conditions will be identified as A-class Foreign Talents and will be able to enjoy “Green Channel???and “Tolerant Acceptance???service.
1.1 Candidates who have been included in the China Domestic Talent Introduction Plan
1.2 The candidates identified by the CPC Central Committee Organization Department, the Ministry of Human Resources and Social Security, the State Bureau of Foreign Experts, or the departments above the deputy provincial level (See achievement standard 1)
2 Candidates who conform to the internationally recognized identification standard for professional achievement
2.1 Nobel Prize winners (Physics, Chemistry, Physiology or Medicine, and Economics Awards)
2.2 The winners of the following awards: U.S. National Science Medal, U.S. National Technology Innovation Medal; France National Research Center Science Medal; U.K. Royal Gold Medal; Copley Medal; Turing Award; Fields Award; Wolff Mathematics Award; Abel Award; Lasker Award; Crawford Award; Japan International Award; Kyoto Award; Shaw Prize; famous architectural award (See achievement standard 2); and famous industrial design award (See achievement standard 3).
2.3 National scholars of science or engineering from all countries
2.4 Candidates who have served in the International Organization for Standardization (ISO) and other internationally well-known academic institutions (See achievement standard 4) and international organizations of science and education
2.5 Candidates who have acted as a director or senior fellow of a national research institute or national laboratory from all countries
2.6 Candidates who have served as a national science and technology project leader, chief scientist, or key team member from all countries
2.7 Candidates who have served as an editor, deputy editor, or senior member of international high-level scientific and technical journals (JCR 1st and 2nd quartile)
2.8 The primary authors or communication authors (including the authors of the same contribution) of three papers published in international high-level scientific journals (within the professional field “Journal Citation Reports ” JCR 1st and 2nd quartile)
2.9 Candidates who have served in a management position or acted as a professor or associate professor in famous overseas universities
2.10 Candidates who have served as senior management or key technical research and development team members at the headquarters of the world’s top 500 corporations (See achievement standard 5), or served in a management position above the level of deputy general manager or technical research and development leader at secondary companies or regional headquarters
2.11 Candidates who have worked in the senior management positions of leading international financial institutions (See achievement standard 6) and famous international accounting firms (See achievement standard 7)
2.12 Candidates who have served as a president, vice president, professor or associate professor at world-famous music, graphic art or art institutions (See achievement standard 8)
2.13 Candidates employed as a chief conductor or part player of a world-famous orchestra (See achievement standard 9)
2.14 Artists who have performed a personal show in a world-famous opera house (See achievement standard 10) or concert hall (See achievement standard 11)
2.15 The highest individual prize winners of famous literary awards (See achievement standard 12), famous film, television and drama awards (See achievement standard 13), famous music awards (See achievement standard 14), and famous advertising awards (See achievement standard 15); prize winners of first-class world art competitions (See achievement standard 16) or individual prize winners of second-class world art competitions; or judges for the above awards and competitions
2.16 Top 8 athletes of the Olympic Games, the sports of the World Cup included in the last two Olympic Games, World Championships, or other major international events (See achievement standard 17); top 3 athletes of Asian Games, the sports of the Asian Cup included in the last two Asian Games, or Asian Championships; and the head coaches or key coaching staff of these athletes.
2.17 Candidates who held a leadership position at or above the ministerial level in a foreign government or acted as senior management in well-known international organizations or non-governmental organizations (See achievement standard 18)
2.18 Prize-winners of world and national skill contests or professionals engaged in these competitions???project training; and holders of international highest level of vocational skills qualifications or of the Chinese national senior technician qualification certificates
3 Foreigners who meet the market-oriented demand for encouraged jobs
3.1 Candidates employed as senior management or technical staff by national enterprises and second subsidiaries, the world’s top 500 companies???global or regional headquarters, national high-tech enterprises (identified by the Science and Technology Department at the provincial and above level), and large enterprises (See achievement standard 19)
3.2 Candidates who have served as senior management or technical staff at a national enterprise’s engineering research center (identified by the Development and Reform Department), engineering laboratory (identified by the Development and Reform Department), engineering technology research center (identified by the Science and Technology Department), enterprise technology center (identified by the Economy and Information Department) and local technology innovation service platform (identified by the Ministry of Science and Technology)
3.3 Candidates who have acted as senior management or technical staff at domestic and foreign enterprises (See achievement standard 19), or been employed as the chairman, representative, general manager, or chief technical expert at small foreign-invested enterprises which conform to the encouraged industries at “Foreign Investment Industry Guidance Catalogue???or “Foreign Investment Advantage Industry Catalogue at Central and Western Regions???/span>
3.4 Candidates employed as senior management, associate professors and associate researchers at universities or research institutions or who have served as senior lecturers, senior internship instructors, and technical staff above the associate level at vocational institutions
3.5 Candidates appointed as senior management or technical staff above the associate level at top-three domestic general hospitals, city special hospitals above the deputy provincial level, and foreign-invested hospitals
3.6 Chief conductors, art directors, and chief performers from first-class domestic orchestras and other art groups (See achievement standard 20)
3.7 Editors, deputy editors, chief announcers, senior hosts, planning directors, layout design directors, or other senior management and technical staff employed by national and local mainstream media (See achievement standard 21)
3.8 Main athletes, head coaches, and key coaching staff hired by national and provincial sports teams or clubs
3.9 Foreigners whose average income is not less than 6 times the regional average income last year
4. Innovative entrepreneurial talent
4.1 Candidates who hold major technological inventions, patents, and other independent intellectual property rights; or who have invested in proprietary technology with stable investment for three consecutive years and acted as the founder of an enterprise with an actual investment of no less than 500,000 US dollars and individual share of no less than 30%
4.2 Candidates who hold major technological inventions, patents, and other independent intellectual property rights or proprietary technology investment, have been appointed as the chairman, legal representative, general manager, or chief technical expert at enterprises with more than 10 million yuan in annual sales or pay more than 1 million yuan in annual tax for three consecutive years
4.3 Candidates employed as senior management or technical staff by companies included in the list of innovative enterprises created by the relevant departments of the provincial authorities or in the scientific and technological professional innovation list
5. Excellent young talent: Young talents below 40 years old engaged in postdoctoral research at famous overseas or Chinese universities
6.Professionals whose integrated points are over 85
B-category Foreign Talents
Foreign professionals who are urgently needed for China’s economic and social development, in line with the Guidance Catalogue of Foreigners Working in China and the job requirements, and also meet one of the following conditions will be identified as the B-class Foreign Talents
1.Foreign professionals with a bachelor degree or above who have two-years or above relevant working experience and meet one of the following terms:
1.1 Candidates appointed as scientific research, teaching, management or other professional technical staff in the fields of education, scientific research, news, publishing, culture, art, health, sports, and other special areas
1.2 Candidates who implemented Chinese and foreign intergovernmental agreements, international agreements, Chinese and foreign economic and trade contracts, and engineering and technical contracts can be considered. The age limits for staff set by well-known international academic institutions and science & education international organizations may be relaxed according to the provisions of intergovernmental exchange agreements.
1.3 Representatives of international organizations in China and representatives of overseas experts’ organizations in China
1.4 Employees above the middle level sent by multinational companies and the chief representatives and representatives of foreign enterprises residing in China
1.5 Foreign managers or professional and technical staff employed by various types of enterprises, institutions, social organizations,
2. Candidates who have an international general vocational skills qualification certificate or have urgently needed skills
3. Foreign language teaching staff
Foreign language teaching staff should, in principle, be engaged in teaching with their first language, hold at least a bachelor’s degree, and have more than two years of language teaching experience. Candidates who graduate with the majors of education, language or teaching or those who have a teaching certificate from their home country or earned an international language teaching certificate may be exempted from the working experience requirement.
4. Foreigners whose average income is not less than 4 times the regional average income last year

C-category Foreign Talents
1. Other professionals who meet the domestic labor market demand and conform to national policies can be identified as C-class Foreign Talents:
Foreigners who meet the current management requirements for foreigners working in China
2. Foreigners engaged in temporary, short-term (no more than 90 days) work in China
3. Foreigners under Quota Management, including foreign youth interns under intergovernmental agreements, foreign students, foreign college graduates, and foreigners working in ocean fishing or other special fields
